It's a War Game
The Hobbit: Kingdoms of Middle Earth is a war game. There's going to be war. That's just the nature of the game. You will farm, or you will be farmed.
Targets
The easiest cities to farm are from inactive players. If a city has 0 might, no alliance, and they're low level, odds are they stopped playing soon after they started. Milk 'em.
If a city has been at the same might for a few days, they probably don't play anymore. Milk 'em.
If a city is part of a stronger alliance than us - don't touch it. You'll probably just bring their wrath down upon you.
If a city has more might than you - don't touch it. You're just begging to be farmed. Wait until you have more might.
If a city has a red flag and they're weaker than you, go for it. A red flag means we're at war with them.
If a city has a blue flag, don't touch it. It means they're part of a friendly alliance.
Beyond that, just use your own best judgement.

Scouting
Always scout a city out before your first attack on it.
